when typing "WHOIS_23 (or any other ID)" into spellbox - I get the following message:

"WHOIS 23: No such character (23).

Spell format example:
WHOIS character_id or character_short_name"

Same issue with GIVE or AWARD. After executing it says: "no such character (ID)" ... It is the same even with #1
